Residence Permit Types and Requirements in Turkey

Foreign nationals who wish to remain in Turkey beyond their visa or visa-free period must obtain a residence permit. All applications are submitted through the Migration Management’s e-ikamet system (e-ikamet.goc.gov.tr) and processed at the provincial directorate. Choosing the correct permit type for your circumstances — and submitting a complete application — is the starting point for a successful outcome.

The Main Permit Types

Short-Term Residence Permit (Kısa Dönem İkamet İzni)

Issued for up to two years at a time, renewable. Eligible purposes include:

  • Property ownership in Turkey
  • Business connections or commercial contacts
  • Language or short course studies
  • Scientific research
  • Tourism and other purposes listed in the YUKK

Short-term permits do not carry a work authorisation. Holders who wish to work must obtain a separate work permit.

Family Residence Permit (Aile İkamet İzni)

For the foreign spouse, minor children, and dependent children of a Turkish citizen or a foreign national holding a valid residence permit (sponsor). Valid for up to three years and tied to the sponsor’s continued eligibility. If the sponsor’s permit is cancelled or the relationship ends, the family permit may also be at risk.

Student Residence Permit (Öğrenci İkamet İzni)

Issued for the duration of a registered educational programme — primary, secondary, or higher education. Students enrolled in language schools receive a limited duration permit. Work is not automatically permitted under a student permit.

Long-Term Residence Permit (Uzun Dönem İkamet İzni)

The closest equivalent to permanent residency. Available after eight years of continuous lawful residence in Turkey. Holders are exempt from renewal requirements and enjoy rights broadly comparable to Turkish citizens in the civil sphere — with some exceptions (military service, voting).

Humanitarian Residence Permit (İnsani İkamet İzni)

Issued by GİGM at its discretion for compelling humanitarian circumstances — for example, where immediate departure would expose the person to serious harm not covered by the international protection regime. Valid for up to one year and renewable.

Documents Required for All Applications

The following are typically required regardless of permit type:

  • Valid passport (with sufficient validity beyond the permit’s end date)
  • Biometric photograph
  • Proof of address in Turkey (lease agreement or property deed)
  • Valid health insurance covering Turkey for the permit duration
  • Official fee payment

Each permit type has additional specific requirements. Short-term permits for property owners require the title deed; family permits require marriage certificates and birth certificates duly apostilled and translated; student permits require enrollment confirmation from the institution.

Renewal Timing

Begin the renewal process at least sixty days before the current permit expires. A permit applicant who submits a renewal before expiry retains legal status during processing. An applicant who lets the permit expire before applying has overstayed and faces penalties and potential complications in the renewal assessment.

Common Reasons for Refusal

  • Health insurance that has lapsed, has coverage gaps, or does not cover the full permit period
  • Failure to update the address registration when moving to a different province
  • Excessive time spent outside Turkey (particularly relevant for long-term permit eligibility)
  • Criminal record or public order concerns
  • Providing documents that are not apostilled or not accompanied by a certified Turkish translation
  • Applying for the wrong permit type for the actual purpose of stay

I own property in Turkey but I am not here most of the year. Can I still get a residence permit? Yes. Property ownership is a qualifying ground for a short-term residence permit regardless of how much time you actually spend in Turkey. However, excessive absences from Turkey can affect eligibility for a long-term permit if you later apply for one.

Can I change permit type while in Turkey? Yes, in most cases. A person holding one type of residence permit can apply for a different type without leaving Turkey, provided the conditions for the new type are met. For example, a short-term permit holder who marries a Turkish citizen can apply for a family permit.

Is health insurance compulsory? Yes, for virtually all permit types. The insurance must be a Turkish private health insurance policy or a public insurance scheme (SGK) that covers Turkey for the entire duration of the permit. Policies with coverage gaps or very high deductibles may be rejected.

Does my minor child need their own residence permit? Children under 18 who entered Turkey with a parent holding a valid residence permit may be covered by a family residence permit in the parent’s name.
